Temporary Workers
National Summary

This topic covers safety and health issues surrounding temporary workers, defined as workers that are supplied to a host employer and paid by a staffing agency.

OSHA considers host employers and staffing agencies to be jointly responsible for the safety and health of temporary workers. To that end, the two parties must work together to ensure that temporary workers are afforded the same level of protections as other workers. This is often accomplished through a contract between the two employers that specifies which party will be responsible for training, providing PPE, recording occupational injuries and illnesses, and other safety-related duties.
