There are 16 general industry activities that require written plans or procedures and 10 written plan requirements for construction activities.

In addition, approximately 2 dozen states require written general health and safety plans for certain industries. Some states, including California, require most employers to develop a comprehensive written plan, while other states only require this for high-hazard workplaces. A list of the specific activities and chemicals that require written plans under federal regulations appears in the full analysis.
