Underwater work is extremely hazardous. There is a substantial risk of death if any piece of equipment fails or a diver does not follow safety procedures. Safety depends on the diver, the equipment, and the procedures implemented for the operation, and OSHA has regulations addressing each of these areas. The availability of a first-aid manual, resuscitators, and emergency telephone numbers at the dive site are vital.
