This Excavation and Trenching Plan (Plan) applies to all open excavations or man-made cut, cavity, trench, or depression in an earth surface formed by earth removal in California. It is designed to prevent a cave-in (i.e., the separation of a mass of soil or rock material from the side of an excavation) or the loss of soil from under a trench shield or support system that could entrap, bury, or otherwise injure and immobilize a person.
This lockout/tagout plan applies to all California general industry workplaces and covers the cleaning, repairing, servicing, setting up, adjusting, and maintenance of machines and equipment during which the unexpected energization or start-up of the machines or equipment—or the release of stored energy—could cause injury to employees.
Under California law, all hazardous machines and hazardous parts of machinery that may cause injury will be safeguarded. When the operation of a machine can injure the operator or others near the machine, the hazards will be eliminated or controlled. This plan serves as a template and guide to help employers comply with the machine guarding requirements in California for general industry workplaces. It does not cover hand and portable power tools, elevators, or equipment powered by hydraulics or compressed air.
According to California Code of Regulations (CCR) respiratory protection rule (8 CCR 5144), you are required to establish a written respiratory protection program for your workplace if respirators are necessary to protect the health of employees or if respirators are required by the employer. This plan serves as a template and guide to help employers comply with the respiratory protection program requirements in California.
This plan template is meant for California employers that opt to establish safety committees in their workplaces in order to meet the employee communication requirement for their illness and injury prevention programs (IIPP).

The written GHS-compliant HazCom plan does not have to be long or spell out your program in detail, but it must be well thought out, clear, and comprehensive, at least outlining all the parts of the program you are implementing. The written plan is the first thing a compliance officer or inspector will ask to see.
